In 2019, the Indonesian government has prepared the agenda to be implemented in the future. The National Planning and Development Agency (Bappenas) said the theme of the Work Plan for President Jokowi’s Government in 2019 is Equity for Quality Growth.
Previously, the 2018 Government Work Plan (RKP) was prepared with a theme that emphasized two points, namely spurring investment and infrastructure for growth and equity. Head of Bappenas Bambang P.S. Brodjonegoro revealed quality equality was emphasized not only between groups of income in the community, but also inter-regional income.
Bambang said the five national programs emphasized the issue of human development, regional disparities, added value, energy, food and water security, and national security stability.
The 2019 national priority is leaner than in 2018 where the government carried 10 points.
In 2018, the government emphasizes national priority programs namely education, health, housing and settlements, business development and tourism, energy security, food security, poverty reduction; infrastructure, connectivity and maritime affairs; regional development; as well as politics, law, defense and security.
Previously, Bambang revealed the theme of the 2019 RKP would be strengthened by efforts to maintain the stability of national security. According to him, the National Development Planning Agency believes that the stability of national security and equity is closely related.
He admitted there were questions related to what must be prioritized between security stability and equity. However, he emphasized that both aspects could not stand alone.
If this equality is not applied carefully for all Indonesian people, Bambang is concerned that if feelings of being treated equally do not grow into discriminatory feelings.
Bambang stated that in order for the preparation of the 2019 RKP to secure its allocation in the 2019 RAPBN it could be effective, there were three steps to synchronizing planning and budgeting that needed to be done.
First, continue the implementation of the principle of money follows program. This is done by integrating funding sources to achieve development targets, including funding from the Government and Business Entity Cooperation (PPP) and Non-Governmental Investment Financing (PINA), arranging national priority projects up to three units, and setting priorities in the project as a basis for budget allocation.
Second, strengthen coordination between Ministries / Institution, as well as between the center and the regions through the integration of national priority projects for national priority project development, readiness and budgeting targets, and increased coordination between the Ministry of Finance and the Ministry of National Development Planning / Bappenas.
“Third, strengthen program control by allocating budgets and revising national priority projects, refining the RKP, RKA KL, DIPA, and implementing data sharing between the Ministry of PPN / Bappenas, the Ministry of Finance, and the Coordinating Ministry for Economic Affairs for monitoring and evaluation,” said Bambang.
In the 2019 RKP, the government sets the macro development target for 2019, among others, targeting economic growth of 5.4-5.8 percent, poverty rate from 8.5 to 9.5 percent, and the Gini ratio from 0.38 to 0.39. The Human Development Index is set at 71, 89 and the unemployment rate is open from 4.8 to 5.2 percent. According to Bambang, 2019 is the final year of the implementation of the 2015-2019 RPJMN.
President Jokowi has discussed the 2019 RKP in 30 April 2018 in the plenary cabinet meeting . In the trial, Jokowi emphasized that investment and exports must continue to be the main drivers of economic growth. The President hopes that the ease of effort will continue to be improved to the regions.
